1. BACKGROUND

The Somalia Civic Engagement and Governance Support Program aims to strengthen communication, transparency, and public participation in governance processes. Implemented by the Ministry of Information, Culture, and Awareness (MoICA – JSS) with support from development partners, the program focuses on media outreach, community sensitization, and information dissemination at both regional and national levels.

2. SCOPE OF WORK AND RESPONSIBILITIES

The Communication Officer will:

  • Develop communication strategies and content for the project.

  • Prepare press releases, social media updates, and newsletters.

  • Coordinate public awareness campaigns and stakeholder workshops.

  • Maintain relationships with local media outlets.

  • Support documentation, photography, and storytelling initiatives.

3. SELECTION CRITERIA

  • Bachelor’s degree in Communication, Journalism, or Public Relations.

  • At least 3 years of professional experience in communications or media.

  • Excellent writing and verbal skills in Somali and English.

  • Experience with digital media and public awareness programs.

4. REPORTING

Reports directly to the Project Coordinator, MoICA – JSS.

5. DURATION

12 months, renewable based on performance.
